SmartLink Project (South-east-west Mobility for Advanced Research, Learning, Innovation, Network and Knowledge) focuses on fostering international cooperation between European Higher Education Institutions (HEIs) and HEIs in emerging Asian countries through the promotion of mobility at all level of studies (Undergraduate students, Masters students, PhD candidates, Post-doctoral researchers, academics and administrative staff). The project will support 116 mobility from Asia to Europe (29 UG, 26 PG, 23 PhDs, 13 PostDocs and 25 staff), and 44 mobility from Europe to Asia (3 UG, 3 PG, 6 PhDs, 7 PostDocs and 25 staff).

The SmartLink cooperation covers various disciplines with strong focus on research and training in the field of Smart technologies for a wide range of application areas: communication, governance, agricultural management, waste management, energy management, public health management, education, transportation/logistics management.


How long is the duration of the programme?

Applicants must first identify themselves which Target Group (TG1, TG2, TG3) they belong in. The three TGs distinguishes its applicants by their academic status and national conditions. You can check out the list of their partner institutions here.

The durations of the mobility scholarship are as below:

  • Undergraduate/Master: some 4 months, mostly 10 months
  • Doctorate: mostly 10 months, some 6 months to 27 months
  • Post-Doctorate: 6 months to 10 months
  • Staff: mostly 1 months, some 2/3 months



Who can apply to this programme?

Below we explain in brief the eligibility criteria specifically for ASEAN applicants. To view the complete eligibility criteria, click here.

  • Must be a national of one of the third-countries (ASEAN countries: Indonesia, Malaysia, Philippines, and Thailand) covered by the relevant lot.
  • Must have sufficient knowledge of the language of the courses or of one of the languages currently spoken in the hosting countries.
  • For Target Group 1 and 2 (TGI & TGII)
    Must have not resided nor have carried out their main activity (studies, work, etc) for more than a total of 12 months over the last five years in any of the eligible European countries at the time of submitting their application to the partnership.
  • For Target Group 1 (TGI)
    Students need to be registered at one of the third-country HEIs within the partnership at the time of submitting their application to the partnership. Undergraduate students must have successfully completed at least one year of studies in their home institution.
  • For Target Group 2 (TGII)
    Students need either to be registered in a HEI (not included in the partnership) of the third-country concerned by the lot or to have obtained a university degree or equivalent from a HEI of these third-countries.
  • For Target Group 3 (TGIII)
    Students need to be nationals of one of the third-countries concerned by the lot and be part of the vulnerable target groups.
  • For students only
    Must have NOT benefited from a previous scholarship for the same type of mobility under another project under the EMA2-STRAND1.


What does this scholarship programme cover?

The scholarship covers monthly subsistence allowance as below:

- 1,000 € for Undergraduates/Master

- 1,500 € for Doctorate

- 1,800 € for Post-Doctoral

- 2,500 € for Staff

They also cover the university fee, one return (OR two one-way) ticket(s) from home country to host country and return, reimbursement of visa cost against the original receipts, and insurance coverage for the period of the mobility.
